actuell.gif update while user logged off but WsWin running

Dear All,
I must say I use my PC as a server (Win XP) that is in a basement and I use Remote Desktop to login to it from another PC. Therefore, there are periods, as a result of this, a user is not logged in but all my applications (including WsWn) are fully running. For these periods, when no user is logged in, some of WsWin files are being updated and some not. In particular the file actuell.gif becomes an empty file after first update the weatherstation makes (every 5 minutes). Then I can not see Current Graphics from Internet as long as I do not log on a user. Ths is really strange as the file actuell.htm updates fine, no matter if a user is logged in or not.
Any hints ?
